Agency Council
Agency Council is the highest decision-making body of the Agency. The members of the Council shall act professionally, autonomously and independently and in their actions shall not be bound by decisions, positions statements and instructions of institutions which appointed them or any other institution.
In carrying out their tasks and decision-making, the members of the Agency Council shall follow the principles of preventing the conflicts of interests and impartiality. To this end, they shall sign a special statement binding them to respect these principles.
Agency Council has the following tasks:
- to appoint and dismiss the Director of the Agency,
- to appoint and dismiss the members of the Appeal Committee and their deputies,
- to set out the procedures and criteria for external evaluations and accreditations, ECTS and other criteria,
- to set out the procedures and criteria for external evaluations of higher vocational colleges,
- to set out the minimum standards for the appointment of higher education teachers, researchers and faculty assistants at higher education institutions,
- to decide on accreditations of higher education institutions and to give its consent to the transformation of higher education institutions,
- to decide on accreditations of higher education institutions, and evaluation of a sample of study programs,
- to set out the criteria for entering experts in the register of experts for external evaluations and accreditations,
- to appoint the groups of experts for external evaluations and accreditations,
- to set out the procedures and criteria for assuring quality of operation of the Agency and its external evaluation in accordance with the European standards.
- to determine mandatory elements and give its consent to the contract referred to in the second and third paragraph of Article 33.c of the Higher Education Act,
- to determine other forms and conditions of transnational higher education,
- to follow the European guidelines and international principles in the field of quality assurance for higher education,
- to participate in the preparation of the proposal for the financial plan of the Agency, and to give its consent to the work plan and report on work and operation,
- to carry out other tasks in accordance with the Higher Education Act and constituent instrument.
