Full report of the group of experts

Summary:
Higher Vocational College Šentjur has a published mission, vision, development objectives, as well an efficient internal QA system. The quality manual (from 2010) defines the key aspects of functioning of the college – education, practical training, HR policy, material conditions. The quality manual and the rules of functioning of quality assurance commission are published on the college’s website.

The long-term development plan includes the strategy of the college. The latter should also include measures for its realisation and the operational aspect of the college in connection with the environment and its requirements for employment of graduates.

All activities of the college are included in the annual work plan, adopted by all crucial internal stakeholders. These activities are regularly evaluated by internal evaluations, self-evaluation reports and surveys. The majority of stakeholders also participate in QA procedures. College management considers the findings of these evaluations and reports on the state of affairs in the annual report on the work of the college.  Self-evaluation reports are published on the college’s website.

Information on the content and structure of provided study programmes is also published on the college’s website. Material conditions for education are good. Practical training can be carried out at the estates managed by the college. The college monitors learning outcomes and competencies of graduates, as well as their inclusion into the working environment. Its cooperation with regional employers is outstanding. Instructions for the provision of practical training which are published on the website are an example of good practice.

Students are satisfied with teachers and have good conditions for studying. They are appropriately represented in the management bodies of the college (strategic council, college council, quality assurance commission, study affairs commission) and also have the students’ council.

HR policy is appropriate. Key positions are occupied by fully employed workers, whereas teachers are predominantly contracted. All teachers have appropriate habilitations.

Financing is stable and the college has control over financial resources. It is aware of opportunities and possible threats for future financing.

The group of experts finds that the college functions in accordance with the provisions of the Post-Secondary Vocational Education Act and meets all the relevant criteria of SQAA.
