Summary:
Leila College has a published vision and mission. Education is intended for part-time students. The majority of students are employed. As a result, co-operation of the college with the environment is modest. The number and structure of teachers is appropriate and provides for a stable team of teachers. Key positions are occupied by fully employed workers, whereas teachers and support staff are contracted. Teachers have appropriate habilitations. Student affairs office and mentoring of practical training are functioning properly. Educational process is particularly individualised. The college provides tutoring and is student friendly. It also provides adaptations for students with special needs and help in the organisation of practical training.

Student affairs office is readily available to the students. The college and teachers respond to student needs. Lectures and examinations are adapted to the needs of part-time students. Teachers come from working environment and are satisfied with the conditions at the college. The working atmosphere at the college is positive. Occasionally, guest international teachers hold lectures at the college. Material conditions are good, including current ICT support and a properly stocked library.

Internal organisation of the college should be clearer and responsibilities should be defined and separated for individual management bodies. Competencies of graduates should be monitored on a more regular basis. The college should better integrate with the environment, also by applying for projects. Both teacher and student mobility should improve. More stakeholders should participate in self-evaluation processes.

The group of experts finds that Leila College predominantly functions in accordance with the provisions of the Post-Secondary Vocational Education Act and meets the relevant criteria of SQAA. However, some inconsistencies have been found: implementation of a module is not in compliance with the decision of Ministry of Education, Science and Sport, errors were found in the enrolment procedure, pedagogical documentation is incomplete; teachers’ council is led by a teacher and there are no internal rules for the functioning of study commission. The college has no criteria for recognition of formal and informal prior knowledge and grades are used in recognition.
